Provincial Nominee Program (PNP)
Your Pathway to Permanent Residency in Canada
Others Services
The Provincial Nominee Program (PNP) enables Canada’s provinces and territories to nominate individuals who have the skills, education and work experience to contribute to the local economy, and who intend to live in the nominating province or territory.
Each province and territory (except Nunavut and Québec) operates its own PNP streams, targeting categories such as skilled workers, international graduates, business people and semi-skilled workers.
Applicants first check eligibility for a particular stream in their chosen province or territory, then apply for a nomination from that jurisdiction.
Once nominated, applicants may apply through an Express Entry-aligned stream or a non-Express Entry stream for permanent residence.
A nomination under the Express Entry process awards the candidate 600 additional points, significantly boosting their chance of receiving an Invitation to Apply for permanent residence.
The federal department Immigration, Refugees and Citizenship Canada (IRCC) assesses nominees for admissibility (medical, criminality, security) and approves the permanent residence application.
The distinct streams in each jurisdiction reflect local labour-market and economic goals, enabling provinces and territories to tailor nominations to their region’s needs.
Employers may also hire candidates nominated through the PNP, either via streams aligned with Express Entry or non-Express Entry streams, depending on their province’s rules.
Interested candidates should select the province or territory they wish to settle in, review that jurisdiction’s streams, criteria and application process, and proceed accordingly.
In summary, the PNP offers a powerful pathway to Canadian permanent residence by aligning provincial-level labour needs with federal immigration approval.
